Introduction
CONGO is a web based application that allows convention managers to easily create a registrant database and make online registration available for attendees. It is downloadable (easy to install on a conventions web server).
Licensing
As stated on the CONGO License Page - CONGO was created within the fandom community, and therefore conventions of that same general type have wider access to the application and source code.
